Again, I don't see where all that's going. If you want to go as far as not expecting debian/control to include some essential things, why wouldn't you want to go as far as not expecting debian/ to include those things as well? Either we work within the existing environment, or we extend the environment to support all the extra things that people envision they will need. Extending it partially, without foreseeing further development, doesn't seem to me like something we should bother with.
