Summary: Sync with Manoj: Typo graphical fixes and minor severity bug fixes

Refreshed the FHS 2.3 upstream files, since they had somehow gotten
corrupted.
* policy.sgml (INSTALL): missed INSTALL
Fixed up the description, and summary, of the maintainer scripts call
sequence. Also, remove obsolete footnote statements about UTF-8. Fix up
the FSF email address.
