Since dpkg-statoverride is meant to be used by the system owner I don't see 
how that last sentence makes sense.

I see two options:
a) Drop the sentence.
b) Replace "this method" with something like "special permissions."

The "being a relatively new addition to Debian, it is probably not yet 
well-known." part should also be dropped as dpkg-statoverride dates back to 
year 2000.
