I don't think that it did, I tried very hard to preserve all IDs as they were. I guess you might have gotten confused perhaps, because the script mapped IDs in upgrading-checklist from [0-9]* to s-[0-9]*, but that used to be done implicitly by debiandoc-sgml before.
