I'm more worried about splitting discussions and causing confusion by having one half of the discussion miss the other half of the discussion than about the details of the UI in those two options. It probably makes sense to lean towards using the BTS and email in the absence of strong feelings in favor of Salsa just because the broader communication culture of the project is very email-centric and it allows easy movement of discussions between debian-devel, Policy and the BTS, dpkg maintenance discussions, the Technical Committee, and so forth.
