fixed 1062983 14.6 thanks https://www.debian.org/doc/manuals/developers-reference/developers-reference.en.pdf is currently A4 presumably because `make build/en/pdf/developers-reference.pdf` in a system with en_US.UTF-8 locale produces A4 (and so likely does regardless of the locale setting).
