In general, I think this is a good idea, but I think it's mostly meaningful in combination with adopting SPDX license abbreviations across the board, including in the copyright-format standard. To be clear, I agree with doing that, but I think it has the most value if it's not done piecemeal, since ideally the file names in common-licenses should match the names we use in copyright-format.
