i'm confused, d/control has this: 

Depends: ${misc:Depends}
Recommends: debian-policy,
 sensible-utils,
 ${sphinxdoc:Depends},


why is this turned into a depends?
 
& ayway, I've reverted the switch to debhelper 14 for now...
