Right.  The mount point has to exist as a directory on the file
system on top of which you're mounting the other file system.

That is, you can't mount a /usr/local partition as /usr/local
unless you have a local directory on your /usr partition (or a
/usr/local directory on your root partition if you don't have a
separate /usr partition).
