I'm not a DD (deferred once, haven't gotten around to re-applying to NM), but i'm an active maintainer, live in Brooklyn, NY, and can offer a static IP address through a dedicated DSL connection (1.5Mbit down/768Kbit up). Depending on where in Pennsylvania, i could potentially pick the machine up by train. I've never maintained a buildd before, so i won't be much help in that regard (unless folks want me to learn), but i can certainly wrangle hardware and keep a machine live and connected to the 'net. I've added this information to the rt.debian.org ticket as the "guest" user. i hope that's the right thing to do.
