I have run the cups-pdf autopkgtest with a testing image (so no new cups) with the old cups version from testing plus the changes to the lpadmin system group, and it passes. The changes in unstable also brought a new upstream version, which I assume is likely to be the root cause at this point. The test does fail with an unstable image. So I think the system group change can be ruled out. You can reproduce this test with the packages built from salsa ci from here: https://salsa.debian.org/bluca/cups/-/pipelines/1048103
