You can't force things. If we politely ask people to link back, that's ok. But I don't think that it is Debian style to require that. We do regard licenses with advertising clauses as non-free, don't we? A lot of companies do promotion for Debian by selling Debian systems instead of the major distributions (which are _much_ easier to sell since they fit much better into the thoughts of an average suit), or they even have people working "on payroll" for Debian.
