Not as I understand it. 3.0r2 has been announced in http://www.debian.org/News/2003/20031121a.en.html and CD images can be constructed through http://cdimage.debian.org/debian-cd/jigdo/3.0_r2/ . Various webpages have not been updated yet as a side effect of the cleanup necessary after the compromise of several servers (http://www.debian.org/News/2003/20031121.en.html).
