I learn a lot from watching fellow developers. Sure, I also read the docs, policies and guidelines, but my main source of inspiration is that of the crowd. So, if some behaved badly, and were only told so in private, their acts would seem perfectly ok to others on the list. If the error was well-known to all but the wrong-doer then pointing out the error on the list would be irrelevant noise. It does not seem "well-know to all" that -private is only for messages that must not be revealed outside the secret society of Debian.
