The standard answer Navid is "when its ready." This may seem a glib,
even frivolous answer, but it is literally true. Debian goes through a rigorous
Quality Assurance phase before release, and then it has to have all "Release
Critical" bugs fixed before it is deemed ready for release. This process is
stochastic, or difficult to predict with any accuracy, though Debian has been
releasing a new stable version within the planned 24 month release window.

This is a Frequently Asked Question so there is more information on
Debian's web site about the release process.

Regards,

Jeremiah
