In http://wiki.debian.org/Python/DbgBuilds, we argued for ‘Recommends: python-dbg’ if the package can be used without the debug interpreter (eg: it contains the stripped debugging symbols for use with gdb); otherwise, ‘Depends: python-dbg’.
