Unfortunately, debian/watch (AFAIK) doesn't include any details of any
changes that were made to the tar.gz file by the package developer.

In this case, there is a debian/watch, and it seems to use github:

 version=3
opts=uversionmangle=s/(\d)[_\.\-\+]?((RC|rc|pre|dev|beta|alpha)\d*)$/$1~$2/,filenamemangle=s/.+\/v?(\d\S*)\.tar\.gz/librabbitmq-c-$1.tar.gz/

/alanxz/rabbitmq-c/archive/v([\d\.]+)\.tar\.gz
