The description for rrlogind says it is needed for authentication to Road Runner, including in two areas of Ohio. Having lived in both those areas, I can say that RR discontinued the login requirement in those areas sometime before 2000. I also know a former Road Runner network engineer, who recently explained the purposes behind the login system, and said that RR doesn't use the login system *anywhere* anymore.
