The author must have intended for "minimum" to refer to the level of importance of the message: A value of X means that messages with an importance level less than X are discarded. So far, so good. Unfortunately, increasing levels of importance are represented by decreasing integers. The result is extremely confusing: the assignment "minimum = X" means that values *greater than* X are discarded. To fix the problem, either the variable name must change or the values representing importance must be changed so that they increase with increasing performance. For instance, the variable name could be changed to "maximum", since it is much more intuitive to apply the concept of magnitude to the variable values than to the meanings of the variables. And in in this case, it is just as natural to apply "maximum" to the quantity of messages (i.e., critical message only is a minimal quantity of messages) as it is to the importance of the messages.
