Firstly, with the freeze at 2023-01-12 no large/disruptive changes were allowed any more. And reintroducing a binary package definitely constitutes such a change. Secondly, there was no dedicated maintainer for cdrdao at that time. So, work regarding cdrdao happened on occasion only. Luckly, this is going to change soon.
