/usr/share/doc/debian-keyring/changelog.gz says that his key was removed:
[Tue, 06 Jan 2004 01:19:16 GMT] {Removed} 1024D/51887E65 KEY VOIDED - Use
CECDFDD2 instead.
However, the new key CECDFDD2 is not in the keyring.
