This is a sticky problem. It works in fvwm 2.2-2, but something
better is going to have to be done with setup-background in 2.2-3,
although I am not quite sure what yet. (I have some strong opinions,
though!)

Good point: the suggestion will be removed in fvwm 2.2-3.
