Looking at the DDPO code in the qa repo it seems that data/ddpo/extract_incoming.pl only inserts bpo:<key> records, wml/developer.wml shows oldstable backports for oldstable-bpo:<key> records but nothing seems to create those.
I suspect that manual intervention is required to rotate the bpo:<key> records (delete oldoldstable-bpo:<key> records, rename oldstable-bpo:<key> to oldoldstable-bpo:<key>, and rename bpo:<key> to oldstable-bpo:<key>).
