I am playing around with a copy of kde3.2 release tarballs imported into a local subversion repository.
I can check out the code ok - which them means the local checkout copy has .svn directories When I do a dpkg-buildpackage -rfakeroot to build the code its seems to delete the .svn directory. I've had a look to try and find out why but can't see where its happening. I am aware you are using svn to use for the packaging of the official debs.
