NO, it should not have a conflicts line which has already been hashed out on the debian-devel list just a week or so ago. It already has a Replaces: line which is what it should have. The problem is that m68k still hasn't built a new kdebase yet. Note that things Build-Depends'ing on libkonq4-dev (at least to my knowledge) have a versioned Build-Depends on the new version but sbuild doesn't check if it matches until its already been installed...
