When you select a contact, you have Edit -> Select Cryptography Public Key. It's available in the context menu, too. Do you understand correctly how PKI works? I mean, do you think you need a passphrase to encrypt using somebody else's public key? HTH. P.S.: It seems that you should close this bug.
