Because that is the new policy requirements :) I forgot to ever update
the example rules, all of my real rules files have the following though:
CFLAGS = -Wall -g
ifneq (,$(findstring noopt,$(DEB_BUILD_OPTIONS)))
CFLAGS += -O0
else
CFLAGS += -O2
endif
ifeq (,$(findstring nostrip,$(DEB_BUILD_OPTIONS)))

endif
