First, which packages form part of kdenetwork is decided by KDE upstream, not by Debian. The policy is, I think, quality. Kopete, for example, was not part of kdenetwork previously, and now it is. If Konversation continues to improve, it will probably enter kdenetwork someday. Second, yor wishlist probably refers to konversation being available as a Debian package. Then there are good news for you: a Debian package has been created (in fact, two ;-) and will be available in your mirror in, say, a week or so.
