Open a shell as user <user>, su to root, and start a KDE program like konqueror, will change the ownership of the /home/user/.ICEauthority file from user to root. I'm not sure, if this is intended, but it ends up in a big problem: the next time when trying to start KDE at this user, it doesn't start, because the dcopserver has no write-access to the .ICEauthority file. KDE shows a error message telling about this permission problem.
