Under the Russian locale, my folders "!admin, !bulk, !block, !spam"
which were named like that to get sorted ahead of all the other folders
get sorted as if the "!" were not there. With the POSIX locale, it
doesn't happen, hence the l10n tag.

Maybe it has some meaning for Spanish-speaking folks (where you have the
upside ! in the beginning of a phrase that has a ! in the end, so
beginning ! is stripped when sorting), but in Russian such convention
doesn't exist.

OTOH, in the drop-down menus with the folder lists (e.g. "Move to
folder...") the sorting is OK, the said folders come in the beginning.

A recent update (to kmail package 4:3.2.2-2, testing - sarge) resulted in the 
problem being solved. I have also closed the upstream bug as well.
