With the POSIX locale, it doesn't happen, hence the l10n tag. Maybe it has some meaning for Spanish-speaking folks (where you have the upside ! in the beginning of a phrase that has a ! in the end, so beginning ! is stripped when sorting), but in Russian such convention doesn't exist. OTOH, in the drop-down menus with the folder lists (e.g. "Move to folder...") the sorting is OK, the said folders come in the beginning.
