I've discovered that I also need to update /etc/kde3/kdm/backgroundrc to make sure the background image do not flicker back and forth when I use the same background image in KDE an the KDM theme. It would be nice if I could do this too in a policy compliant way.
/usr/bin/update-ini-file /etc/kde3/kdm/backgroundrc 'Desktop0' Wallpaper debian-edu-wallpaper.png For this background I could use divert to replace debian-kde_default.png, or perhaps the KDE packages should provide /usr/share/wallpapers/debian-kde_default.png.desktop as an alternative, to make it easier to replace it in artwork packages? For the KDM theme, The UseTheme flag need to be changed to 'true' before any divertion or alternative could do the job, so I am still searching for a policy compliant way to do that.
