Teaching kdm to read configuration from more than one file would have
several advantages.  Multilevel configuration, where kdm for example
reads /usr/share/apps/kdm/kdmrc first, then overrides in
/usr/share/apps/kdm/kdmrc.d/ and finally /etc/kde3/kdm/kdmrc, would
solve these problems:

 - It would reduce upgrade problems, as the sysadmin would edit the
   file in /etc/, and the package maintainer would edit the file in
   /usr/share/, and thus no upgrade conflict would happen.  If a
   config option change name, the old value would be ignored, but that
   is best fixed by not changing name of config options. :)

 - It would make it easier to customize kdm automatically for custom
   debian distros (see bug #385849), as the CDD could provide an kdmrc
   override file with the values it want to override in
   /usr/share/apps/kdm/kdmrc.d/, and it would be replace the package
   defaults while allowing the sysadmin to override the values she
   wants using the kcontrol options.

Solving this would make it a lot easier for Debian Edu.  Please try to
get this fixed before Etch releases.
