It looks like your deb unpacking somehow is corrupted. It could be because of
a dist-upgrade went bad or a full partition or something like that.
I am using the exact same binaries here without any problems.
Please try reinstall kdelibs4c2a.
Reinstall and it works.. Thanks
And please - in the future try to use english output from commands.
