pkg-kde-tools does not depend on any KDE stuff:
Package: pkg-kde-tools
Depends: perl, libdpkg-perl (>= 1.15.6~)
Recommends: dpkg-dev (>= 1.15.6~), libwww-perl

You do not need "the whole of KDE" to build pkg-kde-tools:
Package: pkg-kde-tools
Binary: pkg-kde-tools, libdlrestrictions1, libdlrestrictions-dev
Build-Depends: debhelper (>= 9), libdpkg-perl (>= 1.15.6~),
               cmake (>= 2.6.4)

You do not even need to rebuild pkg-kde-tools for bootstrapping new
architectures:
Package: pkg-kde-tools
Architecture: all
