I'm just starting to learn packaging, but i think a package 
should not depend on and suggest another package at the same time.
It does not seem to make any sense to do this.

The dependencies for kde-standard are :
Depends: (kde-plasma-desktop | kde-plasma-netbook), blablalba…
Suggests: kde-plasma-desktop, kde-plasma-netbook

So for each version of kde-plasma (desktop or netbook), the other one is always 
suggested.
