I think I can help there: scan-copyright command scans source files and outputs a debian copyright file. The result is not perfect but most of the boring work is done by scan-copyright. Note that source files must be utf-8. scan-copyright is provided by libconfig-model-dpkg-perl/experimental package. you will also need to build and install devscripts from git repo: git+ssh://git.debian.org/git/collab-maint/devscripts.git I'm working on making the resulting copyright file more compact by coalescing entries with same license and copyright owner(s).
