currently libpolkit-qt5-1-1 has a Depends: consolekit | systemd Consolekit is basically dead and not really used anymore in Debian, it has been replaced by logind. E.g. policykit-1 has been switched from consolekit to logind since Jessie. For a fully functional logind session, you want to have libpam-systemd installed. My recommendation therefor is to either drop the dependency completely and simply let the policykit-1 package pull in the necessary dependencies or change the dependency to "libpam-systemd | consolekit", assuming that the consolekit backend is actually usable (and tested).
