The conflict is due to the following file: /usr/share/kservices5/settings-system-administration.desktop (hint: please mention all the conflicting files when reporting this kind of bugs, or at least paste an English output of apt/aptitude/etc) Basically System Settings "adopted" the System Administration category that so far was introduced only with kde-config-systemd. The fix will be removing that file in kde-config-systemd, and adding proper breaks/replaces in systemsettings with the right version of kde-config-systemd that removes the file. -- Pino Toscano
