By working in KDE/LXDE: start lxtermial or konsole. Then $ su # echo $PATH gives: /usr/local/bin:/usr/bin:/bin:/usr/local/games:/usr/games; what is the same as for nonsuperuser. Hence superuser must type the fullpath like: # /sbin/ifconfig This behavior started in Buster, and is observerd in Bullseye, too. If working in real console (text mode without KDE/LXDE), the superuser PATH is correct. I made my own patch by adding a next row to .bashrc: PATH="/usr/local/sbin:/usr/local/bin:/usr/sbin:/usr/bin:/sbin:/bin" This was not observed in Debian 9 - stretch. I didnot tested other GUI (gnome ...) I didnot tested other xterminals (UXterm ...) But the described behaviour may be the same.
