new warning in meta/build-and-upload

Hi,

Thanks Antonio for the new changes in meta/build-and-upload
But I think this warning,

WARNING: No reverse dependencies that can be tested identified; proceed 
with care

should differentiate between a package with no reverse dependencies and 
the packages what this is intented (if some reverse dependency does not 
have any tests). For example, it shows this warning for new packages 
which does not have any reverse dependency.
