As upstream maintainer of libcerf, I would like to express
a clear preference for solving the conflict by withdrawing
cerf.3 and cerfc.3 from manpages-dev.

I already proposed this solution to upstream,
  https://bugzilla.kernel.org/show_bug.cgi?id=80541
where it has been received favorably, but not yet
definitively accepted. It might be helpful if somebody
expressed in the name of Debian that the matter is
somewhat urgent.

I am opposed to the alternative solution of libcerf renaming
the functions cerf and cerfc. Any other names would be less
pertinent. There is no conflict with glibc. On the contrary,
libcerf complements glibc in providing a missing implementation.
Should glibc one day provide an official implementation, then
the two functions will be immediately withdrawn from libcerf.
