Thanks for the testing.

This bug is fallout from bug#828987.  PETSc has a tight dependency on
the specific version of MPI it was built against, and OpenMPI was
recently upgraded to the next patch release before petsc could catch
up.  I've worked the tight dependencies into petsc 3.6.4.dfsg1-3, so
the slepc build shouldn't fail this way in the future (there could be
temporary Build-Depends unsatisfied from petsc needing to be rebuilt
against future openmpi upgrades).
