Control: severity -1 important

The previous build success was an accident, I raised the ignore-test-failures 
threshold too high. These combinat tests that you mention, also failed in the 
"successful build". Further, that build did not get a chance to migrate to 
Debian testing, so it can effectively be disregarded for Debian release 
purposes.

Upstream are spending a minor amount of effort on fixing these issues but until 
this is complete, I think it's best to avoid shipping arm64 sagemath on Debian. 
Downgrading the severity for now.

(FWIW ppc64el seems to be fine and has the same number of test failures as 
amd64.)
