You can send mail to cont...@bugs.debian.org to manipulate bugs [1]. In one in email, you can have multiple commands; e.g. 'reassign' and 'affects', and manipulate multiple, even unrelated, bugs. When merging, the newer bugs always get merged into the oldest bug. Remember to end your list of commands with 'thanks' or one of the other recognized commands to stop processing.
