Just a hit into the air: did you try scribus? may be it has necessary
feature. At least even description claims to provide font embedding for
internal PS/PDF printer.
There are two ways to get EPS into it : import (that is more than you
need since it might break things up since it makes EPS editable), or
simply inserting as a figure on a blank page.
just 0.1 cents - might be worth trying
