You may want to upload your package to mentors for 2 reasons:
1. You get a nicely layed out checklist of things potentially missing or
wrong in your package,
2. You can generate the RFS template automatically from there.
Reportbug works equally well but you'd need to copy an existing template
then and fill everything manually.
