That sounds like a larger project, and my experience is often hard to find people who will do the packaging. Therefore, my recommendation would be: start yourself, with the most important (for you) components. If you do this within the Debian Astro or Debian Science team, we will help you resolving the problems that appear on this way. Having it started may then gather interest from others (maybe even from upstream) to get their important packages into Debian, so there is a good chance to get some help in subsequent efforts.
