What about webdav, http://www.webdav.org/? This is a filesystem over http(s). Using it as client with Linux is quite easy, and also MS-Users can connect quite easily from a Windows box using standard microsoft tools (i.e. Explorer). I'm using it instead of non-anonymous ftp, and I'm quite happy.
