Wrong. The kernel shipped in Debian does provide firewalling capabilities. Also, the iptables package is part of the default installation (Priority: standard)
No, right. There is no configuration provided, making them effectively unavailable even if installed. A good implementation would be something like redhat's, which asks some basic firewall config questions. "The user can do it if they know how" isn't the same as "installed by default".
