If you want a "stable" system for production, you should use Woody which is security maintained: apache package is not the last version but it has security patches in it. If you want the last version of packages for development or testing concern (obviously not for production), you should use Sid. But don't expect it to be stable: there are reasons why it's also named "unstable". Sarge is really only for Debian developpers "testing" for the integration of Sid packages into next Debian major release, IMHO...
